Feasibility Assessment for a National Core Repository

Through the broad based global search related to the national core repository done by this project, the necessity of building a national core center for analysis, repository, and management is warranted. We come up with an executable action plan to build such a center as a knowledge bank of national land and resources, capable of storing and managing all the materials and data. Multiple targets of continuing national geological resources survey, promoting economic development in new energy, and improving the safety and quality of life can be achieved by applying the collection of various types of core in scientific research projects, science education and personnel training, core analysis, repository, and reusage, etc. Setting up a special organization of a research facility jointly managed by government agency and an education institute is proposed. Stable funding for administrative and operation cost along with research expenditure can be provided through government annual administrative budget and various national level long-term research projects. This institute will be located in Hu-wei campus of National Taiwan University in Yun-Lin County with the first grade warehouse type three-dimensional storage shelves and automated storage and retrieval system, core preparation room, facility rooms with analytical equipment, and so on. A professional committee will be formed and responsible of setting up regulations for all services, and establishing and modifying standard operation process for core related activities, along with supervising general operations. A data platform that dramatically improve the efficiency of core reutilization will be built to integrate back-end digitized core information database with front-end internet search tool, electric form flow management system for core check-in and check-out, information security control, among others.
